I swapped relay #6 and #7 in the photo above this evening hoping to isolate the problem to the start enable relay, but my starter still clicks and only gets 9v to the "s" terminal. However the battery cable to the starter is a strong 12.9 volts. The battery is brand new the starter is 2 days old the relay is swapped from another relay.
