Wish I could help you, but I don't play or have Vice City installed anymore. It got me like 3-4 tries of reinstalling mods from a clean folder to get all my mods to work because I use to paste the wrong stuff in the wrong directory or something, I don't remember. So if it doesn't work, just delete everything and try again. That's what I did.
Also the mouse sometimes doesn't work unless I go in and out of the menu a few times for some reason. It was working fine a few days ago, I tried resetting, and re-installing the game but the glitch is still there.
Answer: To rearrange the position and size of the buttons, go to Options->Controls. Then choose one of the "adjust controls" options. Drag the buttons to the desired locations, and double-tap buttons to resize them. When you are satisfied with the layout, double-tap on the screen somewhere other than a button to return to the previous menu.

Salutare tuturor. Astazi v-om vedea cum putem rezolva problema nefunctionalitatii mouse ului in GTA Vice City si GTA San Andreas pe Windows 10 si Windows 11.
But Vice City and San Andreas has much more sensitive up/down movement than left/right, which makes things feel awkward. I could change my mouse X/Y sensitivity outside of the game to compensate for that. But that would mean changing it, playing the game, and changing it back. That would be such a hassle.
